MICROMOBILITY REGISTRATION 

Registering your micromobility vehicle with the Department of Transportation Services (DOTS) provides the university with valuable insights into the number and distribution of privately owned micromobility vehicles on campus. This information supports informed decision-making for campus transportation planning.

REGISTRATION BENEFITS

  • Free lock-cutting service, helpful in the event you lose your key or damage your lock
  • A record of ownership, which helps authorities track down your bike or e-scooter/e-bike if it goes missing
  • Email updates about campus bike events, amenities, policy changes and safety issues

All micromobility devices are required to be registered, but the process differs depending on if the vehicle is electric or non-electric.

REGISTER A NON-ELECTRIC BIKE

Registration through Bike Index is required (and free!) for all non-electric bikes on campus, and is available to anyone with a UID. You only need to register your bike once.

HOW TO REGISTER
  • Read the micromobility regulations, which include critical information regarding safe riding and parking your bike on campus.
  • Register your bike through the Bike Index.
  • Pick up your registration sticker from the DOTS lobby in Regents Drive Garage or the RecWell Bike Shop in the Cole Student Activities Building. Please have your registration verification email ready to show in order to expedite receiving the sticker.

 

REGISTER AN E-SCOOTER/E-BIKE

New Registration Guidelines - Effective August 1, 2025

UMD students living in on-campus properties
UMD students living in on-campus properties, including UMD residence halls,  university-owned fraternity and sorority chapter houses and South Campus Commons are not permitted to bring personal electric micromobility devices (electric bikes, electric scooters, electric skateboards or any other personal electric micromobility devices) to campus.

On-campus residents will not be permitted to register their electric micromobility devices. Unregistered vehicles are subject to booting or impoundment and associated fines.

As a reminder, electric micromobility devices are not permitted inside any campus buildings, including residence halls. Electric micromobility vehicles found in campus buildings are subject to immediate fines and impoundment. Vehicle owners may also face disciplinary action from the Office of Student Conduct and/or the Resident Life Rights and Responsibilities Office.

Personal mobility aids (PMAs) designed to support individuals with limited mobility, such as power wheelchairs, mobility scooters and walking aids with powered assistance, are not included in this regulation. Please contact Accessibility and Disability Service to request an accommodation.

UMD students, faculty and staff living off campus
UMD students, faculty and staff who live off campus and commute to campus with a UL-certified micromobility device are required to register their device annually following the process outlined below. Micromobility vehicle owners may park their registered devices in outdoor racks. Charging electric micromobility devices in campus buildings is strictly prohibited. Long-term storage of electric micromobility devices is not permitted.


Registration Fee and Length of Registration:
Beginning August 1, 2025 a $35 annual fee will be assessed for registering electric micromobility vehicles. This fee will help to manage the rapid growth of privately owned vehicles on campus by providing revenue to support safety initiatives and enforcement actions. 

Additionally, registration is shifting from biannual to annual registration to improve data accuracy. This change helps us track vehicles more effectively and aligns with annual policy updates. 


REGISTRATION POLICY & PROCEDURES

All privately owned electric scooters and electric bicycles are required to be registered with the Department of Transportation Services. All new registrats must first complete and pass the registration stickerMicromobility at UMD training course. A certificate of completion is required to register. Non-electric bicycle registrants, pedestrians, and drivers are all encouraged to also complete the course.

In order to register, campus e-scooter/e-bike owners must bring their device to the DOTS Office in Regents Drive Garage to receive their registration sticker. When you arrive, please have the following ready:

  • Certificate of Completion for the Micromobility at UMD training course
  • Your UID
  • Your e-scooter or e-bike
  • Your vehicle’s make, model and serial number
  • Payment method for the $35 registration fee. Options include student account, check or money order (made payable to the University of Maryland) or charge (Master Card, Visa, American Express and Discover)

Guidance about Your Electric Device and Third-Party CertificationUL certification sticker

Vehicles equipped with an electric motor must comply with UL2772 or UL2849 if manufactured after January 2020. When obtaining an electric micromobility device, consult your manufacturer’s manual or check for UL certification stickers. It is the owner’s responsibility to stay informed regarding any recalls or safety notices regarding their device.

VISITOR MICROMOBILITY REGISTRATION

Visitors who plan to bring their electric micromobility vehicles to campus should use a visitor tag. To request a visitor tag, please reach out to us by phone at (301) 314-3687 or complete this form and someone from our team will be in touch via email. 
 

PENALTIES

Unregistered, abandoned, indoor storage/charging, or improperly parked micromobility devices are in violation of campus regulations and subject to enforcement by DOTS or other campus officials. Full details of fees and penalties can be found on the regulations page.
 

VEHICLE BOOTING OR IMPOUNDMENT 

Unregistered, improperly parked and abandoned micromobility vehicles are subject to penalties, booting and impoundment.
